What is the difference between IT and MIS ?
Information Technology is all of computing, especially as it applies to
business. http://dictionary.reference.com/search?q=it

Management Information Systems is the use of data/information when conducting
business. http://dictionary.reference.com/search?q=mis

They're pretty much the same. Neither is a formal term.

MIS is a specific category of I(C)T applications,
just like, i.e., expert systems, decision support
systems, mail clients and web browsers are.
